Why apple charge me for download free apps

Looks like Apple's begun charging full price if you try to download an app you've already bought over the iPhone. This did not used to be the case -- previously you'd be given a dialog.  · I tried to download an app from App Store. The app stated its get + but no price. Why am I charged for trying to download the app which states get+ and the app has not even downloaded. I thought get + means free unless one does in app purchase.
